Beyond just stealing and handing out quirks, All For One can surgically graft, combine, and even modify quirks inside a person—he used this to create high-intelligence Nomu and later to forcibly bestow many quirks onto Tomura Shigaraki, effectively rewiring a body rather than merely ‘taking’ powers.
